ABSTRACT

In this report, a nationally representative sample of kindergarten through 12th grade (K-12) public school principals were asked about their experiences with covering classrooms and hiring staff. In the spring of the 2021-2022 school year, which coincided with the coronavirus disease 2019 (COVID-19) omicron variant surge, most principals struggled to keep classrooms consistently staffed and many reported that hiring had become more challenging since the previous school year. Principals indicated that a lack of substitute teachers -- not an increase in open teaching positions -- was the main reason for classroom coverage shortages. In addition to day-to-day coverage issues, most principals reported that teacher vacancies were on the rise. Most of these principals believed that vacancies had grown more difficult to fill than in the prior school year, largely because of declining applicant counts. Principals' preferences when hiring teachers lend further insight into potential drivers of hiring challenges. A large majority of principals expressed strong preferences for like-minded teachers whose mindsets aligned with the vision and culture of the schools. Few principals prioritized the diversity of the educator workforce at their schools.

ABSTRACT

This paper aims to analyze the research on the current situation of water-saving agriculture development in Europe. Water-saving agriculture in Europe started early, governments and farmers in various countries have a strong awareness of water-saving in agriculture and have achieved certain results. Due to the global spread of the COVID-19 pandemic, the lack of up-to-date field research, the complexity of various agricultural disciplines and categories, and the lack of information sharing, the current cognition of recent progress in the development of water-saving agriculture in Europe is not comprehensive enough. This paper selects four representative European countries: Spain, Germany, Italy, and Denmark as the research objects. Based on the existing research of Chinese and Western scholars, this paper analyzes and studies the current situation of water-saving agriculture in Europe. It has far-reaching significance for other countries in the world to have further development in water-saving agriculture and to protect water resources.

ABSTRACT

This paper investigates a government's subsidy strategy for motivating a manufacturer to set up a flexible production line for emergency supplies. Four subsidy strategies are proposed to ensure a desired service level in case of an emergency: zero subsidy, a fixed subsidy, a marginal subsidy, and a hybrid subsidy. We develop a game theoretical model to examine how the government can induce a manufacturer to set up a flexible production line that can respond promptly to an emergency, based on the manufacturer's cost structure (fixed and marginal costs). We find that when the marginal profit of an emergency product is higher than that of the manufacturer's regular product, a fixed (marginal) subsidy is the dominant strategy if the manufacturer's fixed (marginal) cost is high, while a hybrid subsidy strategy is dominant if both costs are high. When the marginal profit of an emergency product is lower than that of the manufacturer's regular product, neither a fixed subsidy nor a zero subsidy will be the dominant strategy. We also find that a marginal subsidy can ensure the effectiveness of the strategy, while a fixed subsidy helps improve strategy efficiency. We use government subsidy strategies implemented for Chinese COVID-19 emergency supplies as examples to demonstrate the effectiveness and efficiency of the subsidy strategies under the proposed framework. We also extend the discussion by considering the manufacturer's social consciousness.

ABSTRACT

Many zoonotic diseases are found in wild animals and present a serious risk to human health, in particularly the virus carried by birds flying freely around the world is hard to control. There are three main bird migration routes which cover the most areas of China. It is important to investigate and fully understand the types of avian transmitted diseases in key areas on the bird migration routines and its impacts on both birds and human health. However, no literature is available in how about the risk of virus carried by migrating birds, and how to predict and reduce this risk of virus spreading to human being so far. In this paper, we first reviewed the main pathogen types carried by birds, including coronaviruses, influenza viruses, parasites, Newcastle disease virus (NDV), etc., and then discussed the spread risk of avian viruses to human being and animals in key areas of biosafety prevention. We also analyzed and discussed the risk of cross-spread of diseases among different bird species in nature reserves located on bird migration routes which provide sufficient food sources for migratory birds and attract numerous birds. Diseases transmitted by wild birds pose a serious threat to poultry farms, where high density of poultry may become avian influenza virus (AIV) reservoirs, cause a risk of avian influenza outbreaks. Airports are mostly built in suburban areas or remote areas with good ecological environment. There are important transit places for bird migration and densely populated areas, which have serious risk of disease transmission. Finally, this paper puts forward the following prevention suggestions from three aspects. First, establish and improve the monitoring and prediction mechanism of migratory birds, and use laser technology to prevent contact between wild birds and poultry. Second, examine and identify virus types carried by birds in their habitats and carry out vaccination. Third, protect the ecological environment of bird habitat, and keep wild birds in their natural habitat, so as to reduce the contact between wild birds and human and poultry, and thus reduce the risk of virus transmission.

ABSTRACT

This report uses Spring 2022 data from nationally representative surveys of principals and math teachers in kindergarten through grade 12 (K-12) to explore students' opportunities to prepare for and take advanced math. The authors found that small high schools, high schools in rural areas, and high schools that predominantly serve students from historically marginalized communities tend to offer fewer advanced math courses (e.g., precalculus, Advanced Placement math courses) and that uneven access to advanced math begins in middle school. K-12 teachers who work in schools that predominately serve students living in poverty are more likely to report skipping standards-aligned content and replacing the skipped content with concepts from previous grade levels. Also, more than half of K-12 math teachers said they need additional support for delivering high-quality math instruction, especially teachers who work in schools that serve predominantly high-poverty students. In the wake of the disproportionate impacts of the COVID-19 pandemic on students living in poverty and students of color, these results highlight a critical need for resources to support teachers and to increase student access to advanced courses. ABSTRACT

The COVID-19 pandemic has heightened the visibility of economic inequality and the inadequacy of current minimum wage laws in the United States. Changes in the minimum wage, a living wage, or just employment practices may be compelled by law or voluntarily enacted by employers. A literature search failed to yield a concise and practical tool to comprehensively assess existing just employment policies or practices in higher education institutions. This article describes the development of a concise and practical assessment based on the "Model Just Employment Policy" from the Kalmanovitz Initiative for Labor and the Working Poor at Georgetown University. The resulting Just Employment Policy Assessment is used to evaluate the publicly available policies of four disparate higher education institutions in the United States. The article concludes with a discussion of implications for future research and administrative practice.

On the verge of the expiry of land contracts, it is theoretically and practically important to explore the willingness and motivations of farmers to stabilize the land contract relationship, with regards to protecting their land contract rights, addressing potential contradictions during the land contract extension, and maintaining the stability of contracted land. Using China Land Economic Survey Data in 2020, this paper explores the impact of differences in areas per capita of household contracted land on farmers' willingness to stabilize land contract relationship. The findings show that most farmers support the stability of land contract relationship;the smaller areas per capita of contracted land are occupied by households than the average in the village, the weaker of the farmers' willingness to stabilize the land contract relationship. The difference between the areas per capita of contracted land ownership of a household and the average in the village has a greater impact on the willingness to stabilize land contract relationship for middle-and low-income farmers, while the development of land transfer market does not increased the willingness. Affected by the COVID-19 pandemic, the land plays a more important role of employment security, which reduces farmers' willingness to stabilize the land contract relationship. Furthermore, the promotion of socialized agricultural service has also mitigated the willingness of farmers o stabilize the land contract relationship.

ABSTRACT

COVID-19 triggered a monumental shift to remote work. The challenge of connecting and relating among knowledge employees emerged globally, and research about remote work in this unique circumstance surged. However, we know more about the impact of remote work on knowledge employees in low-context cultures than in high-context. Given that Brazil is high context, we explored how remote work impacted relating and connecting among knowledge employees in Brazil. First, employees lost the informality of work-life;instead of informal, fluid communication and collaboration, participants had to book appointments and schedule time to discuss simple issues. Second, good-humoured behaviours diminished, implicating connectedness. Third, non-verbal communication ceased, and employees lost facial expressions, eye contact, and other prevalent signs necessary for context. Fourth, the loss of unstructured exchange of experiences and ideas lessened tacit knowledge sharing. Fifth, workspace inequalities emerged as the employees' homes were unequipped for remote work. Lastly, the most significant win was work-life balance. Therefore, remote work in high-context cultures is not without peril;culture and socioeconomics underline remote work's self-generating, self-organizing mechanisms. Thus, corporate leaders and human resource professionals should address remote work as a layered phenomenon and, carefully, with employees, co-construct the notion of connecting and relating. Technology is already widely used in graduate school, especially in this new normal. Textbooks and references are reliable sources of reference materials while doing research;however, due to the pandemic, technology should be used to deliver the content of graduate school courses. However, not all graduate students have the motivation to conduct research. Thus, this study looked into the role of technology in motivating the students in the graduate studies in conducting research. This study employed the qualitative research approach and the convenience sampling was utilized to elicit the participants' perspectives on the role of technology in motivating graduate students in conducting research amidst the Covid-19 pandemic. An unstructured survey questionnaire was distributed to ten participants via google link. The findings were evaluated and interpreted in view of the documentary analysis. It has been discovered that there was a great impact of the role of technology in the graduate students to be motivated in conducting a research. Majority of the respondents believed that the use of technology paly a vital role in the conduct of research. This makes their life simpler and easier when supported with various technological tools, support from the adviser and the institution. The drawbacks, on the other side, can be utilized to strengthen the technological techniques of both professors and students in order to increase the motivation of the graduate students in their research writing. It was also found out that the graduate students are more motivated to conduct a study when they are provided with the library resources, support from the adviser, and support from the management or the institution. The research further suggests the potential solutions to the graduate students' problems through the use of themes that will form part of the role of technology in motivating the graduate students to do their thesis writing. This implies that technology has a greater impact in motivating the graduate students to write their thesis writing based on the result of the study. © 2023 Author(s).

ABSTRACT

The COVID-19 pandemic has cost the lives of an enormous number of individuals around the world, isolated people, and disrupted businesses. These are the direct and devastating consequences of the disease, however there are other peripheral impacts as well. The pandemic is continuing to threaten the work-life balance (WLB) of employees, disrupting their domestic lives, intensifying their general stress levels, and impacting their ability to focus on their careers. This is a significant problem for both working women as well as men, however this study suggests the negative impact is more disruptive to women. Women represent approximately 46% of the human resources for organizations and they are major contributors to advancements in domains such as healthcare, education, government, and commercial development. Organizations, as a defensive measure, need to adapt policies and procedures in an attempt to moderate the disruptive influences the virus is having on their human resources. This paper explores the extant literature and defragments diverse COVID-19 studies to capture an overall picture of the unique impact the pandemic is having on working women. A qualitative study involving semi-structured in-depth interviews with 20 professional women was conducted. Interviews were reviewed holistically with themes across interviews identified. Resulting themes include WLB expectations post-COVID-19, childcare, employers and expectations, and return to work. Thematic findings are discussed and observations relative to organizational implications are provided. Also offered are thoughts and suggestions for the enhancement of WLB, thereby benefiting both women and their organizations.

ABSTRACT

Aquaculture production in Bulgaria has increased over the last decade, reaching 16 442 tonnes in 2019. Fish production has doubled in comparison with 2007, while that of mussels has increased tenfold. The Bulgarian contribution to EU aquaculture production has been increasing significantly in both volume and value over the years, making up 1.15% of the volume and 1.0% of the value of EU production in 2019. Freshwater aquaculture accounts for 78% of total production. Common carp dominates with about 29.4% (4836 t), followed by rainbow trout with 29.2% (4820 t) in 2019. The cultivation of sturgeon species and caviar production are among the most dynamically developing aquaculture segments. Mariculture in the Black Sea has increased in recent years, with the production of Mediterranean mussel reaching 2932 tonnes in 2019. An average of 405 farms operated during the period 2010-2019. Four regions (Plovdiv, Stara Zagora, Burgas and Montana) account for 50% of the total fish production. Pond aquaculture is the dominant technology used in Bulgaria, and it serves as the basis for numerous other activities, including management of fish stocks in various water bodies mainly for recreational fishing. Approximately 35 net-cage farms currently operate in bigger dams. Recirculating fish farms output made up only 0.15% of the total amount of aquaculture for the period 2010-2019. The aquaculture sector exhibited difficulties in recovering from the financial crisis of 2007-2008, manifested by a slow growth for the period 2010-2014. From 2015 to 2019 there has been a significant growth, manifested in a sharp increase of total revenue and profitability, especially among the larger enterprises in the sector, as well as an increase in the number of employees, and the labour productivity. As a result, in 2019 the registered total revenue per enterprise and total revenue per employee were more than double the respective figures for 2010. The profits of larger enterprises increased more than three times on average, but smaller entities, micro-enterprises with less than 5 employees, operated at the border line between profit and loss. The COVID-19 crisis could have lasting consequences. Despite EUR 1.2 million direct payments in the sector in 2020, there has been a significant drop in the export of aquaculture products. Consumption of fish and other aquaculture products remains low compared to those in the other EU countries.

Vietnam is a country with advantages in tea production. This is also one of the main export agricultural products of our country. Currently, the tea industry not only produces but also reaches out to the world. Over the years, the tea industry has brought great economic value to society, created many job opportunities, increased incomes, improved people's lives, and contributed to the development of agriculture. However, in the context of integration and the impact of the Covid-19 pandemic, the tea industry is facing many difficulties and challenges, about 90% of tea output is exported in raw form, at low selling price and consumed. under the brand name of the importer. Along with that, tea production activities still have many limitations and inadequacies. Therefore, in the coming time, the tea industry needs to synchronously deploy many solutions to innovation production and processing processes and improve quality. export volume and value, limit inadequacies, and durable build sustainable industry development. Research on improving the quality of tea processing human resources at Vietnam Tea Corporation through a survey of 265 employees in the period from October to December 2022. The results indicate that improving physical strength, mental strength, intelligence and occupation culture are an urgent requirement in applying tea processing technology from traditional black and green tea to modern filter bag and matcha tea in order to improve the quality of tea processing human resources at the Vietnamese Tea Corporation.

ABSTRACT

Education officials have long hoped that the statewide academic assessments most students take each year could be used not only for accountability but also to guide instruction. Congress established the Innovative Assessment Demonstration Authority (IADA) program in 2015 to help address this goal, offering up to seven states temporary flexibility from federal testing requirements so that they may more easily make progress toward replacing their current assessments with more innovative ones. The key incentive to participate in IADA is that students trying out the innovative assessment are not required to also take the state's current assessment. However, states approved for IADA must still show that their innovative assessments meet most requirements for federal accountability, and they are expected to implement the new assessments statewide within 5 years. This report describes the progress of the first five assessment systems approved under IADA in order to help policymakers consider expanding the program to more states. The report is primarily based on an analysis of states' IADA applications and performance reports to the U.S. Department of Education through the 2020-2021 school year and is part of a broader evaluation of IADA required by Congress. ABSTRACT

This chapter wants to shed light on the consequences that the COVID-19 pandemic had for human resource development (HRD) in organizations and in the labour market. We intend to compare three situations: Old Normal (before February 2020), New Normal (between March 2022 and October 2021), and Renewed Normal (since October 2021). Crucially, in organizations, work was mostly face to face in the Old Normal, remote in the New Normal, and there is a tendency for some hybrid form to be installed in the Renewed Normal. We compare the three phases in terms of four aspects of HRD and within virtual development relations, namely: work environment, competences, training, and skills. The chapter presents results from a literature review in SCOPUS database. We conclude that COVID-19 changed HRD, because technology changed the environment and, therefore, new competences were required. ABSTRACT

The development and enhancement of science students' metacognition should be an important goal of science education. The extent to which it is, however, is questionable. The explosion of science information (and misinformation) around issues such as climate change, COVID-19, the Anthropocene, and sustainability makes developing students' potentials to be aware of how to manage and monitor the quality of their science learning a priority for consideration by science educators. This is because individuals' science learning will need to continue long after they complete formal schooling. However, attempts to prioritize instruction for metacognition in science education have faltered, stagnated, and lack momentum. This chapter identifies key reasons for this situation and proposes considerations to (re)elevate instruction for metacognition into science classrooms. The considerations involve reorienting research perspectives in the field of metacognition research in science education, considering increasing attention to metacognition in pre- and in-service teacher education, being realistic about our expectations for instruction for metacognition in science learning contexts, and considering the use of Open Educational Resources (OERs) such as podcasts and websites that can be accessed across countries by pre-service and practicing teachers and teacher educators to inform them about metacognition and about instruction for metacognition. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2023. ABSTRACT

Remote work has been gaining in popularity for years, even before the COVID-19 pandemic began. Along with its perceived benefits, remote work often results in individuals spending long hours at a computer or on the phone. Consequently, remote workers may find that a large portion of their day is spent sitting without taking any kind of break, especially those for physical activity. The purpose of this action research study was to explore proven strategies that enable remote workers to take active breaks during their workday. Data was collected from longtime remote workers during Cycle 1 research through 11 semi-structured interviews and document analyses. Data analysis led to 12 themes that responded to the research questions. Along with the literature and a focus group, these findings informed the action step, which was designed, executed, and evaluated in Cycle 2. The action step involved four longtime remote workers sharing their lived experiences around remote work, breaks, and activity through a podcast series. These podcasts were consumed by 16 new remote workers who answered qualitative survey questions to determine the impact of the podcasts on their break taking during their workdays. The research found that a remote worker's work environment, degree of autonomy, and break options influence how they fit in breaks during their workdays. The findings suggest that remote workers need consistent organizational support;that having autonomy to manage their workdays is critical for remote workers;and all breaks "are not created equal". Nowadays, manufacturing companies face more difficulties than ever. Unrest in global supply chains triggered by fluctuating customer demand, raw material shortages and crises (Covid pandemic, global warming, wars) complicate the utilization of production resources necessary for economic success. Also, the rapidly changing environment causes existing production plans to be adapted, which results in order changes, causing additional costs for manufacturers. One solution to cope with these problems is cooperation and sharing resources: requesting capacity from partners when having shortages and offering them temporarily in case of excess capacity. In this paper, a platform-based resource sharing mechanism is investigated from the economic perspective. In the mechanism, requests and offers are matched by a central platform applying a complex matching logic. The platform provides valid alternatives based on the incoming ordersthat the requesting company can choose from. Companies are rating each other's performance after each interaction based on delivery accuracy;choosing between resource offers is made based on the cumulated rating about the offeror and the price of the offer. Within this paper, the aim is to investigate the resource sharing mechanism from the economic point of view based on an approach to the responsiveness of a supply chain structure to turbulence, to support decision-makers trying to cope with unexpected changes. For this purpose, here the mechanism is briefly introduced, and basic concepts about turbulences in supply chains are also presented. Cost types related to resource sharing manufacturing companies are distinguished, and the model is validated with agent-based simulation. A simulation experiment is performed to investigate the use-case of outsourced jobs having different price levels. Based on the experiment, it can be concluded that there is a price level limit in such a resource sharing federation, under which it is worth it to collaborate with partners by outsourcing certain jobs to them. © 2022 Authors. ABSTRACT

This study aimed to optimize the line managers performances in the human resources (HR) division in answering the role of the HR management function problem in Medan City Manufacturing Company. The novelty proposed is a concept of HR management called "Human Resources Professional Transformation". Specifically, this concept discussed the ability of HR division line managers to make adaptive changes to the company's business-oriented functional divisions with managerial competence, commitment, innovation capability, and readiness for changes towards work performance. The population of this research was the line manager of the HR division, totaling 185 respondents. The sampling technique used a probability sampling approach with simple random sampling through the slovin formula, totaling 126 respondents. The analytical tool used is structural equation software through the SmartPLS application program. The results showed that managerial competence, commitment, innovation capability had a positive and significant effect through the HR professional transformation on the performance of line managers in the HR division. Meanwhile, readiness for change has a positive and insignificant effect on the HR Professional Transformation. Readiness for change also has a positive and insignificant effect on the Line Managers Performances in the Human Resources Division through HR Professional Transformation. Based on the suitability test of the research model, it proved that the HR Professional Transformation can answer the problem of the role of the management function to improve the line managers performances in the HR division with managerial competence, commitment, innovation capability, and readiness for change of 0.907.

The innovations that characterize this digital age significantly affect the situation in the labor market. Digital development also has a fundamental impact on the future of transport and postal services. The aim of this contribution is to approximate the impact of innovations on human resources management in the transport, logistics and postal services sector. Secondary research was focused on the analysis of the current state of human resources, and factors influencing the situation in the labor market in this sector. The forecast for the development of the sector is based on the Strategy of Human Resources Management in the Transport, Logistics and Postal Services Sector until 2030. Innovative trends are identified through a comprehensive investigation, and their impact on individual jobs in the transport, logistics and postal services sector is determined. New methods and work procedures are expected, which require an educated workforce with new professional knowledge. The COVID-19 pandemic had a fundamental impact on the development of innovations, which accelerated the digitalization process in many areas. ABSTRACT

Nowadays, the social dimension of product sustainability is increasingly in demand, however, industrial designers struggle to pursue it much more than the environmental or economic one due to their unfamiliarity in correlating design choices with social impacts. In addition, this gap is not filled even by the supporting methods that have been conceived to only support specific areas of application. To fill this gap, this study proposed a method to support social failure mode and effect analysis (SFMEA), though the automatic failure determination, based on the use of a chatbot (i.e., an artificial intelligence (AI)-based chat). The method consists of 84 specific questions to ask the chatbot, resulting from the combination of known failures and social failures, elements from design theories, and syntactic structures. The starting hypothesis to be verified is that a GPT Chat (i.e., a common AI-based chat), properly queried, can provide all the main elements for the automatic compilation of a SFMEA (i.e., to determine the social failures). To do this, the proposed questions were tested in three case studies to extract all the failures and elements that express predefined SFMEA scenarios: a coffee cup provoking gender discrimination, a COVID mask denying a human right, and a thermometer undermining the cultural heritage of a community. The obtained results confirmed the starting hypothesis by showing the strengths and weaknesses of the obtained answers in relation to the following factors: the number and type of inputs (i.e., the failures) provided in the questions;the lexicon used in the question, favoring the use of technical terms derived from design theories and social sustainability taxonomies;the type of the problem. Through this test, the proposed method proved its ability to support the social sustainable design of different products and in different ways. However, a dutiful recommendation instead concerns the tool (i.e., the chatbot) due to its filters that limit some answers in which the designer tries to voluntarily hypothesize failures to explore their social consequences.
